Stetson
Stetson is a primitive software emulator for the TI-83 Plus calculator.
Features
This is a very basic emulator. It only supports a small set of the TI-83 Plus features; its timer interrupt emulation is incorrect resulting in the OS locking up. The Flash emulation is also rather poor.
It doesn't even support sending files, so you would need to plug in your calculator to your PC's parallel port to install software!
I tried to remedy some of the above issues in a vaguely half-hearted manner, but my ignorance of the workings of the platform (and there are many, better, emulators) so I gave up.
